The current three ship types are balanced with the max crew size they currently have. A new ship with a larger crew size requires a proper balancing as well. There is no need for a ship with the same handling as the galleon, but larger firepower / manpower by having more idle crew members.

I always thought it was weird about how its max of 4 on a galleon. Look at the cannons on one side of every ship, slop has 1, brig has 2, galleon has 4. It correlates with the crew size with the equation being max crew minus 1. Just because of this I always thought a galleon should have 5 people.
