Best way is play on drizzle and get to stage 15+ eventually, you start seeing overloading worms as random fodder if you go far enough. Nothing specific other than the current difficulty level and time. There's a level director that "chooses" what to spawn. Essentially points are built up then spent spawning enemies. The harder the difficulty or the later in the run the more points are generated. An overloading worm costs a lot of points so it will take a while to get one.
