One is an anti-tank guided missile and the other is a man portable self guided anti-tank weapon. The javelin is great for short to medium range targets and the ATGM is better suited for longer range targets. In most of the stugna-p videos I've seen they seem to be really far away and the enemy didn't have a clue.
