All I've been able to find out is that resizing objects in TS3 only seems to be possible using mods, one of which I found in this comment from last year on r/thesims. And then this thread on EA's answers website pretty much confirms it. The ability to resize objects does not exist in Sims 3. It’s one of the best features in Sims 4 honestly!
