Dead Hive ...Anyways, if you hit Shift+F12 it'll bring up the dev editor, hit Town Placement and scroll to the bottom to Your Outpost, if you click it it'll be a little invisible statue that places your outpost zone of control as soon as you leave the editor. All things within it become yours. So maybe you can place it at the edge of Mourn.. Seriously all this time later and still can't find any information on opium blocks.
