For the Legion fishing artifact, the “table” is the little fishing pond/fountain in the corner near the Alliance section of Dalaran (same place you fish for lucky coins). Go there and you should be able to click on something (might even show a ghost like artifact fishing pole) to upgrade it! Hope this makes sense.
