Illustrator snapping to grid.

I changed my grid from every 1 inch to every 0.01 inch, even though I thought I turned off all snapping to grids for everything, but that one single setting change seems to have done the trick. Still doesn't quite make sense, but at least I got around it. Turning off Snap to Grid should be sufficient.

Smart Guides are not showing when I use Adobe Illustrator CC. There were several posts in this forum that suggest turning of "snap to grid" and double checking the preferences that smart guides are on. I've done both and provided screenshots. Smart Guides is very important feature to me. I need it urgently back on. Thanks
